Over the past week, President Trump has assembled an extraordinary concentration of American airpower in the Middle East. The question is no longer simply whether the United States has military options.

It is which option Washington chooses—and what that choice will set in motion.

Much of the public discussion has focused on individual targets: military facilities, nuclear sites, or Iran’s electrical grid. I believe that debate begins at the wrong point in the sequence.

For more than three decades, I have studied how air campaigns evolve and how political leaders make decisions about escalation. History suggests that the significance of an opening move lies less in the target itself than in how it reshapes every decision that follows. Once governments commit to a particular path, reversing course often becomes far more difficult than anticipated.
