Yesterday, U.S. Treasury Secretary Scott Bessent stated on CNBC’s Squawk Box at approximately 7:15 AM ET that a deal to open the Strait of Hormuz was possible “today or tomorrow”. Global stock markets rallied to record highs with the S&P 500 gaining 1.8% and the Nasdaq surging 2.6%, while global oil prices plummeted over 5% to a four-week low below $80 a barrel on optimism surrounding a potential deal to reopen the Strait of Hormuz.

What are the terms of the current Iran-Omani deal? Is it plausible that the US and Iran – not just Iran and Oman – could accept the terms? Or was yesterday just another day like almost any other in the 157 day-old Iran war -- with US administration promises of final peace in the offing, market reaction, and the war goes on and on?

Whether an MOU is actually emerging is not just a diplomatic curiosity. It affects:
· military planning,
· energy markets,
· expectations about escalation.
